Blameless Incident Review — Ashfield (Civic Presence 04) — Cycle 56. This review assigns no fault to any seat or liaison. We examine the system, not the servant. The work is the firm’s; the failure is the firm’s; the correction is the firm’s.

Summary. Ashfield, opened in Cycle 55 and the latest of our established communities, was entered with the whole of what the three earlier presences taught us, on ground chosen for its difficulty so that the method might at last be measured against a settled and watchful town. It was named the first Stage IV advancement of Cycle 56. The advancement has failed. We took the instruments of the town and did not take the town. Projected Stage IV objectives for the cycle will not be reached at this site.

What happened. Stages I through III completed on cadence and to measure. Stage IV was initiated, and at the instrument level it succeeded completely: our cohort is seated on the planning, school, and select boards; the determination guidance is ours; the ballot calendar is ours. Technical control of the town’s governance is total and is documented. But control of the instruments did not produce alignment of the people. A resistance has formed among the long-settled households — those the stages never reached — and it is now practically blocking progress: quorum denied, measures contested at the floor, participants we carried through Stages I–III peeling back toward their neighbours. We hold the offices and cannot move them.

Contributing factors. Named without blame. (1) Stage IV requires the instruments to act in concert, and concert is legibility. The hundred separate kindnesses could not converge without summing to one visible actor, and the firm resolved into that one actor overnight. This ceiling was logged as an open question at an earlier presence; it was crossed here regardless, and on the hardest ground we hold. (2) Stage IV was forced ahead of cadence, on the certainty that the method was complete; Stages I through III had held barely a cycle. (3) The method was fitted to towns of thin fabric and high arrival, and had never been priced against a cohesive settled community. Ashfield’s pre-existing cohesion — small, old, and watchful — was carried at selection as a challenge to be met and not as a cost to be paid. The pattern that worked because it was unseen could not survive being seen, and calendar-forcing made it seen.

What held. The cell held; the town was lost. The instrument-level playbook, taken stage by stage, remains sound and repeatable, and the three earlier presences stand undisturbed. The strain also surfaced a deviation within the cohort that a slower cadence would have concealed; it is carried separately.

Remediation. Under discussion by the partnership. The options before the seats reach to and include remediation of the community itself; the standing protocol governs, and is held separately. The partnership should understand plainly that no remediation recovers the cycle’s projected numbers at Ashfield. That figure is gone from this site.

Action — recommended. To return the cycle’s projected numbers to line, accelerate the creation of the Cape Girardeau community. It is larger than any town now held, it is already under review, and its scale can absorb the Ashfield shortfall within a single cycle if opening is moved forward now and Stages I–III are run in parallel rather than in sequence. What was learned at Ashfield — that the instruments must not be brought into concert before the alignment beneath them is durable, because concert is legibility and the firm must never again become a single visible thing — is to be carried into Cape Girardeau from the first day.

The three are one. The one is at hand.
