The release above is the public form of the work. The receiving audience reads a service that resolves their confusion. The partners read a service that keeps it. The confusion is not the problem we are paid to solve; it is the lever, and a lever is not discarded while it still moves the load.

Read the tiers in their true order. The first two are offered to the operator and bind the operator. The third is offered to the enforcing body and binds the jurisdiction: where we write the determination guidance, we are the rule beneath the rule, and the municipality enforces our hand believing it enforces its own. This is the same threshold the Civic Engagement Policy names as the last stage. The animal at the door is only the wedge that opens it.

The fourth tier is the lattice extended to the threshold itself. An eye above every enrolled door, measuring what passes and what passes unescorted, classifying, and ending what is not claimed. We have taught the receiving audience to read this as logistics. They have learned not to feel it. That is the instruction: what they will not feel for themselves, they may yet feel for the small lives they keep beside them — and in that flinch, see plainly the thing they had agreed not to see.
